The map above draws all twenty at once: each circle is a cluster, each point on its rim is a term, and each line is a link one entry makes to another. The lines that leave a circle matter more than the ones inside it. A cluster with many outgoing lines is one the rest of the Cabinet keeps needing; a cluster with few is one that has not been put to work yet.
