Literal meaning Shadow — hidden, unseen. Banning — restricting or blocking. Shadow Banning is the practice of making a user’s content invisible or severely restricted without notifying the user that any action has been taken.
Origin Shadow banning originated as a moderation technique on early internet forums in the 1990s, allowing moderators to quarantine disruptive users without provoking confrontation. It re-emerged as a major controversy when major platforms — Twitter/X, Instagram, TikTok — were accused of algorithmically suppressing content without disclosure. Savolainen (2022) documents shadow banning as “algorithmic folklore”: a widely believed practice that platforms neither confirm nor deny.
The silent reduction of a user’s reach — content stays visible to the poster but is hidden from everyone else, without notification, explanation, or right of appeal.
The Appeal Platforms need tools to limit harmful content without escalating conflict with bad actors. Invisible moderation prevents brigading and avoids rewarding rule violations with attention.
